ღია წერილი ევროპის სახელმწიფოთა და მთავრობების მეთაურებს

მოვუწოდებთ ჩვენს თანამემამულეებს, ევროპისა და მსოფლიოს ყველა მოქალაქეს, სასწრაფოდ მივმართოთ მთელი ევროპის მასშტაბით ჩვენი მთავრობების და სახელმწიფოების მეთაურებს : აუცილებელია რუსეთში გატაცებული და გადასახლებული უკრაინელი ბავშვების გადარჩენა !

ამჟამად 300 000 უკრაინელი ბავშვი იმყოფება რუსეთის ფედერაციის ტერიტორიაზე, ყოველგვარი საერთაშორისო კონტროლისა და მათი სიცოცხლის უსაფრთხოების გარანტიის გარეშე. ამათგან ერთი ნაწილი რუსეთის ხელისუფლებამ განზრახ დააშორა მშობლებს.

გარდა ამისა, გაეროს გამოძიების თანახმად, რამოდენიმე ათასი არასრულწლოვანი, ობლები და მშობლებს დაშორებული ბავშვები, რუსული ოჯახებიდან შვილად აყვანის საფრთხის ქვეშ დგანან (რუსეთმა არ მოახდინა 1993 წლის ჰააგის კონვენციის რატიფიცირება ბავშვთა დაცვისა და შვილად აყვანის კუთხით თანამშრომლობის შესახებ). გარდა ამისა, პუტინის მიერ 2022 წლის 25 მაისის და 11 ივლისის ხელმოწერილი ბრძანებულებები არა მარტო ამარტივებენ უკრაინელი ბავშვებისთვის რუსეთის მოქალაქეობის მინიჭებას, არამედ  აჩქარებენ ბავშვების შვილად აყვანის პროცესს. ყველაფერი იმაზე მეტყველებს, რომ იძულებითი შვილად აყვანის მსგავსი პროცედურები უკვე იყო და მიმდინარეობს.

არა გატაცებული ბავშვების იძულებით გაშვილებასა და გარუსებას !

როგორც რუსეთის პირველმა არხმა თავმომწონედ განაცხადა, დაწყებულია ამ ბავშვების “აღრზდა-გამოწრთვნა“ - ანუ გარუსება!  უკრაინელი ბავშვებისათვის ტვინის გამორეცხვა შეადგენს გეგმის ნაწილს, რომელიც ითვალისწინებს უკრაინელების, როგორც ერის, განადგურებას (2022 წლის რია ნოვოსტი პუბლიკაცია). ეს გეგმა განავრცო პუტინთან დაახლოებულმა პირმა, ტიმოფეი სერგეივცევმა, რომლის ნეგაციონისტურ მიმართვებს უკრაინელ ერთან დაკავშირებით რუსული მედია-საშუალებები ყოველდღიურად ავრცელებენ.

ჩვენ არ შეგვიძლია კრემლს ხელში ჩავუგდოთ იძულებით გადასახლებული და იზოლირებული ათასობით უკრაინელი ბავშვი. არასრულწლოვანთა იძულებით გადასახლება წარმოადგენს საზარელ, პოლიტიკურად და მორალურად მიუღებელ დანაშაულს. 1948 წლის გენოციდის დანაშაულის თავიდან აცილებისა და დასჯის შესახებ მიღებული კონვენციის (II მუხლი) მიხედვით, საქმე ეხება გენოციდს !

მოვუწოდებთ ევროპული საბჭოს პრეზიდენტს, ევროკომისიის პრეზიდენტს და ასევე ევროპის ყველა სახელმწიფოსა და მთავრობების მეთაურებს სასწრაფოდ მოითხოვონ  რუსეთისაგან საჯაროდ, მტკიცედ  და ერთხმად ყველა დეპორტირებული უკრაინელი ბავშვის და  მშვიდობიანი მოქალაქის გათავისფლება.

ასევე, ვითხოვთ მათგან რომ სასწრაფო რეაგირებისკენ მოუწოდონ ისეთ საერთაშორისო ორგანიზაციებს, როგორებიცაა „წითელი ჯვარი“ და „გაეროს ბავშვთა ფონდი“, რათა მათ დაუყოვნებლივ გადადგან კონკრეტული ნაბიჯები რუსეთის ფედერაციასთან მოლაპარაკებების გზაზე ამ ბავშვების მოსანახულებლად, მათი საცხოვრებელი პირობების გადასამოწმებლად და საბოლოოდ უკრაინაში დასაბრუნებლად.

ინიციატივას უკვე უჭერს მხარს მრავალი მოქალაქე, პოლიტიკოსი და ხელოვანი მთელი ევროპიდან. Მათ შორის:
