ヨーロッパ各国の首脳とリーダー達へ

ヨーロッパの皆さん、そして世界の皆さん、ロシアへ強制的に連れ去られたウクライナの子どもたちを助けるため、ヨーロッパ各国のリーダー達に早急に訴えかけてください！

ウクライナ当局によると、これまで（2023 年 3 月）にキエフで確認された 19,000 人以上の同伴者のいない未成年者を含む、数十万人のウクライナの子供たちが、現在ロシアの領土に拘留されており、彼らの生活条件に対する何の保証も外部からの管理もありません。そのうちの何人かは、ロシア当局によって故意に両親から引き離されました。

さらに国連の調査によると、何千もの子どもたちが、孤児かどうかも関係なく、違法にロシア人家族の養子に出される危険に犯されています。（ロシアはハーグ条約の「国際養子縁組に関する子の保護及び国際協力に関する条約」に批准していません。）そして、プーチンは今年5月25日と7月11日の政令により、このような子どもたちへのロシア国籍の付与を簡素化し、養子縁組手続きをしやすくしています。これらの事実は、強制的な養子縁組がすでに成立し、今現在も手続きが行われていることを示唆しています。

強制的に連れ去られた子どもたちの養子縁組、そして子どもたちの強制的な「ロシア人化」を絶対に許してはいけません！

子どもたちの「再教育」、つまり強制的な「ロシア人化」はすでに行われています。ロシアのテレビ局はこの事実を自慢げに放送しています。この様な子どもたちの洗脳は、ウクライナを国家として抹消するための計画の一部であり、プーチンの側近であるティモフェイ・セルゲイツェフが企ています。セルゲイツェフの発言は連日、ロシアのメディアによって報道されています。

強制的に連れ去られ、孤立させられてしまった何千もの子どもたちをロシアの手に渡らせてはいけません。子どもの強制連行は、政治的にも倫理的にも許されてはならない極悪非道の犯罪です。ジェノサイド条約によると、これはれっきとしたジェノサイドにあたるのです！

欧州理事会議長、欧州委員会委員長、そしてヨーロッパ各国の首脳の皆さん、いますぐにこの問題に介入し、強制連行されたウクライナの子どもたちを解放するよう要請してください。

また、ユニセフや国際赤十字などの関連国際機関にも呼びかけ、ロシア連邦政府との仲介を早急に行うよう要請してください。そして、国際機関が強制連行された子どもたちを訪問し、生活実態を直接調査し、ウクライナへ送還できるようにしてください。

すでにヨーロッパ中の多くの市民、政治家、芸術家がこの活動を支持しています。
