The Issue
For months now, residents of the Rensselaer Housing Authority (RHA) have endured a pattern of harassment, intimidation, favoritism, and abuse of power by current leadership — including Executive Director Stacey Sabiani and Board Member Scott Rogers.
Tenants, including families, seniors, and people with disabilities, have experienced targeted mistreatment, retaliation, and unfair evictions. Instead of fostering a safe and inclusive community, leadership has created an environment filled with fear, tension, and division.
Residents have reported:
• Blatant favoritism — certain tenants are treated with special privilege while others are punished or ignored for minor issues.
• Harassment of guests and visitors — with management monitoring and intimidating anyone who visits residents, making families feel unwelcome in their own homes.
• Abuse of police power — calling law enforcement on residents without valid cause, using the police as a weapon of control rather than safety.
• Wrongful evictions — tenants being threatened or removed from their homes based solely on hearsay or false accusations, without fair investigation or due process.
• Unsafe living conditions — ongoing issues such as mold, leaks, and neglected maintenance, which pose health risks and remain unaddressed despite repeated complaints.
• Lack of community and culture — leadership has stripped away the sense of unity, pride, and mutual respect that once existed here. There are no resident programs, no engagement, and no safe space for honest communication.
• Intimidation of city officials and their families — even the Mayor’s own family has reportedly been threatened or targeted for standing up to the corruption and misconduct taking place.
Recently, what was supposed to be an “open forum” turned into an interrogation session, where residents were questioned by board members and lawyers in front of others. Many left that meeting in tears and fear, feeling silenced rather than heard.
The leadership’s behavior has created a toxic and hostile environment — one where people live in fear of retaliation instead of feeling supported and secure in their homes. This is not public service; it’s abuse of authority.
We, the residents and supporters of Rensselaer Housing, are demanding new leadership that values fairness, dignity, and transparency. We call for the immediate removal of Stacey Sabiani and Scott Rogers, and for the City of Rensselaer to appoint a leadership team that will:
• Treat all residents equally and respectfully
• Restore community trust and culture
• Address unsafe living conditions and repairs immediately
• End all harassment, retaliation, and misuse of power
• Uphold accountability, fairness, and tenant rights
We are not asking for special treatment — we are asking for basic human respect and fair leadership.
If we allow this behavior to continue, it will only get worse.
Now is the time to stand up, speak out, and demand change.

Those in power have turned a blind eye to the pain of the very people they are supposed to protect.
, silenced, and retaliated against for speaking up about unsafe living conditions and unfair treatment. Families have been made to feel like criminals in their own homes. Instead of leadership rooted in care and accountability, we have witnessed intimidation, favoritism, and complete disregard for the wellbeing of vulnerable residents — including the disabled, elderly, and low-income families.
We believe Stacey Sabiani and Scott Rogers have failed their moral and professional responsibilities to the residents of Rensselaer. If tenants are held accountable
