The Black Agenda for Justice and Racial Equality

The Issue

We the people of African descent, in Order to form a more just and equitable America, eradicate racism, insure domestic equality, provide for the humane treatment of our people, promote justice and economic progression, secure the Blessings of freedom afforded us by the sacrifices of our ancestors, while reasserting the rights of our people, do ordain and establish this Black Agenda to address systemic racism, targeted injustice and blatant inequality in the United States of America.

We the Founding body of the Melanin Movement USA, hereby put forth the following, “Black Lives Positioned to Thrive Agenda, (BLPTA)” five point appendage to the 14th Amendment of Bill of Rights:

1.  Nationwide law enforcement departmental changes specific to the unfair practices with regards to arrests, charges and convictions of Black people, the use of excessive deadly force,  and prosecutorial disparities that has negatively affected black Americans resulting in unjustified deaths, mass incarceration, poverty and generational instability of the Black family.

2.  Nationwide economic advancement practices that reverses disparaging polices and afford Black people equal access to economic prosperity. Thereby, amending and / or abolishing all previous policies directly or indirectly intended to systemically oppress Black people in any way.  All means of acquiring wealth must be equally distributed by fairly dispersing educational resources, economic empowerment, funding and opportunity by all means including property acquisition, investment in Black owned businesses, and the establishment of endowments that promote the rebuilding of historically oppressed communities.

3.  Generational reparations or a system equivalent to compensating, by direct payment, real property and free education for the descendants of slaves who were coerced into unpaid labor, inhumane treatment, involuntary captivity and forced migration.

4.  Repeal PART of the 13th Amendment that allows prisoners to be slaves and the 1994 Crime Bill tenets that continues to undercut Justice Reform resulting in laws that disproportionately impact people of color. (1) The Federal Death Penalty Act permitting certain drug offenses not related to homicide specifically targeting blacks and Latinos who represent the mass majority of offenders. (2) Mandatory Life Sentences for three or more felony convictions which has resulted in the mass incarceration of black and Latino men. (3) Harsh penalties for justice involved youth expanding the school-to-prison pipeline and increasing racial disparities in juvenile justice involvement by creating draconian penalties for so-called super predators—low-income children of color, especially black children, who are convicted of multiple crimes.

5.  Nationwide access to a healthcare system that specifically addresses chronic mental illness, trauma and other health conditions that disproportionately affect Black people, often a result of socioeconomic disadvantages that severely impact access to quality healthcare, sustainable treatment and on-going monitoring of health-related issues within the black community.  These collective disparities have resulted in an over representation of COVID-19 mortalities in the amongst the Black community.

We hereby collectively put forth, BLPTA amendments, to be added under the 14th Amendment of the United States Constitution, for the sole purpose of re-establishing the emphasis on addressing rights of freed Black people. 

To assure the creation of laws, policies, proper continued implementation and oversight of the BLPTA tenets, we the Founding body of the Melanin Movement USA, in perpetuity, with exclusive authority and right to appoint a committee of TWELVE whereas we thereby elect TWO tie breaking CHAIR PEOPLE, representing ONE vote, and TEN voting representatives from our community who may serve a MAXIMUM of ONE - FOUR YEAR TERM, with ONE required meeting every 90 days.

The Founding body and BLPTA committee agrees to work in collaboration with all local, state and federal governmental authorities to properly implement this Black Agenda.

The 2020 Melanin Movement USA reserves the sole exclusive right to institute any and all amendments  to this original agenda.

This serves as the end of this document hereby submitted on the 1st day of June year two thousand and twenty.
