More and better shelters may be needed but just as crucial, if not more are low cost spay/ neuter clinics with a lot of outreach, education, and TNR. Stronger laws wouldn’t hurt as well as Kentucky is one of the worst states for animals despite the many good and caring people who live there. No state is perfect but some are better/worse.

Sixteen year olds should be allowed to vote and stand for what they believe in.
