We the People Stand Against H.R. 127 and National Gun Registry
The Issue
H.R. 127 is a newly introduced bill by Ms. Sheila Jackson Lee, representative of the 18th district of Texas. The purpose of the bill is "To provide for the licensing of firearm and ammunition possession and the registration of firearms, and to prohibit the possession of certain ammunition" as described on the first page of the H.R. 127 bill. In short, the purpose of this proposed bill is to create a national registry for "each firearm present in the United States." (pg 2) However appealing that sounds it infringes on the privacy of law abiding citizens who understand that privacy is also security. And the security of any individual is also their safety.
This bill will require any individual who wishes to purchase or possess any firearm, and/or ammunition, to obtain a license issued by the United States Attorney General. The requirements to obtain a license are as such:
- Minimum age of 21. (This sets the federal standard of minimum age to possess or own a firearm. How will this affect states that allow minors to hunt with their parents? They will not be allowed.)
-Undergo a criminal background check. (This is not new.)
-Undergo a psychological evaluation. (This must be done through a licensed psychologist approved by the Attorney General. And I'm sure it will not be free. The evaluation could also include "a psychological evaluation of other members of the household of which the individual resides." (pg 6 & 7) And the psychologist may also interview your spouse, and previous spouse and a least 2 other people who are part of your family or an associate to determine your "mental, emotional and rational stability." (pg 7))
-Must successfully complete a 24 hour training course, certified by the Attorney General, in the use, safety, and storage of firearms. (This will also not be free. And if you have a "Military Style Weapon", your training must also include live fire training.)
This is what needs to be done just to obtain the license. Once you've applied for the license you must then pay $800 for the liability insurance policy, issued by the Attorney General, that is a requirement to hold while owning and possessing firearms. The insurance policy is good for one year, which you will have to renew with the renewal of your federal license.
Once you've obtained your federal license and insurance policy, you will then have to register all your firearms and ammunition into a national registry which will include:
"The make, model, and serial number of the firearm, the identity of the owner of the firearm, the date the firearm was acquired by the owner, and WHERE THE FIREARM IS OR WILL BE STORED." (pg 2)
Not only will all this information be available to Federal, State and local law enforcement authorities, but also to all branches of the US Armed Forces and all State and local governments, and TO THE PUBLIC. So basically everybody.
This is where it gets ugly. The citizens of this country who are law abiding and purchase firearms and ammunition legally will have to jump through all sorts of hoops to keep their guns and still be a law abiding citizen. Not to mention the fees that will come with this licensing procedure; paying a psychologist, paying for a training course, paying for the mandatory insurance, and any other fees that will be added to obtain the license. On top of that you have to disclose all the guns you own and where you store them on a publicly accessible database? That means that your neighbors can search your name and find out what guns you have and where you have them. But not only your neighbors, but criminals as well. Criminals who are looking to make a profit of your weapons. Criminals who would now be able to break into any gun owners home and know exactly where there targeted goods are.
This bill does everything to prevent people from keeping their guns and their privacy. Because if you do not comply with the legislation written in this bill, or if you're found to possess more than what you disclose, or if you fail to renew your license on time, or if you fail to obtain the liability insurance, or if you loan a weapon to another unlicensed individual you will be fined anywhere from $5,000 - $150,000, or subject to anywhere from 5 - 40 years imprisonment, or both depending on the specific violation. (Read pages 15 & 16 for detailed list). And that doesn't even include the violations for ammunition and round capacity violations.
I am starting this petition to raise awareness on this bill that will affect millions of US citizens who legally own guns. I hardly hear anybody discussing this and this is something worth talking about. This is something to stand up for as an American citizen. This bill is aimed to destroy gun owners. Especially those who can't afford these fees, those that don't want their privacy breached and those who believe that the Federal government is stretching beyond their limits of control.
