An ethical, independent review of misconduct by the IL State Police
The Issue
The Illinois State Police District 5 Narcotics Unit (aka - "Will County Cooperative Police Assistance Team,” "WCCPAT,” or "C-PAT") needs to be investigated for their blatant mishandling of state “OAF” funds, mishandling of confidential informants, mishandling evidence/suspect’s personal property, and unethical procedures of breaking the law.

My son Michael was pulled over and arrested a week before the 4th of July. They found fireworks in the car and police wanted him to "work" off his charges by setting people up, signing statements, and testifying against others. They wanted his participation against one person he didn’t even know.
Because he wouldn't go along with their malicious scheme, they charged Michael, calling the fireworks in his possession "bombs". They have made my son out to be a terrorist. Anyone who knows him, knows he loves the 4th of July and putting on firework displays for the neighborhood.
Unfortunately, this is often a tactic that law enforcement uses to put pressure on people to "cooperate" or plea to a lesser charge. If they refuse, they then face worse charges and a longer term in prison if they go to trial.
After 2 years of fighting these hyped-up charges, my son sits in a federal prison, serving a 16 YEAR sentence.
Several officers were caught lying under oath (felony perjury), fabricating reports, lying about details, withholding evidence of his innocence, lying in their grand jury testimony (also felony perjury), and having illegally recorded his phone calls (also a felony in Illinois). Despite all of this, my son was convicted.
The same officers who have been entrusted and have sworn to uphold the law are now the same individuals breaking those laws - all in the name of catching an alleged criminal. It is this mentality - officers think they are above the law and are never held accountable - which has put society at odds with law enforcement and given good officers a bad name.
This petition has been created to bring attention to the unlawful misconduct of certain Illinois State Police officers and to shed light on the Will County State’s Attorneys office, which is essentially condoning these illegal acts by not condemning them.
We need your support for an independent and ethical investigation of the Will County Cooperative Police Assistance Team (WCCPAT) and the Illinois State Police Undercover Narcotics Team's use of state funding in investigations and their practices.
This is yet another unfortunate case where police and prosecutors have manipulated "evidence" by fabricating details and reports, alternating documents, and omitting evidence proving innocence, which has now put my son Michael in prison.
It is my hope is that in some way, some how, there will be enough attention drawn here and perhaps the right people will take notice so that something can be done to bring actual "justice" to a system that, in my eyes, has been anything but "JUST".
Our justice system is broken, and it’s time SOMETHING is done about it!
