Remove the 8-Year Limit on Aging in Place Tax Credit

The Issue

In Howard County, Maryland, senior citizens who wish to continue living independently in their own homes face a significant challenge. Current legislation allows for an Aging in Place tax credit, but it is limited to a mere 8 years. As we grow older, the financial burdens do not magically disappear after this period, leaving many seniors struggling unnecessarily.

The "Aging in Place Coalition" recognizes the continued need for tax relief among seniors beyond this arbitrary limit. For many, the rising cost of property taxes can be the difference between staying in a cherished home and facing relocation or financial hardship. The limit of 8 years is inadequate for reflecting the enduring financial needs of our senior population.

Evidence shows that the ability to age in place has substantial benefits. According to the AARP, nearly 90% of older Americans want to stay in their homes as they age, and doing so can lead to improved mental health, greater life satisfaction, and even financial savings for the community. Howard County's own demographics reveal a growing number of seniors who will need ongoing support to maintain their homes and their independence.

Councilwoman Deb Jung will be introducing legislation CB59-2025 next month which aims to remove the 8-year limit on the Aging in Place tax credit, providing ongoing financial relief for seniors. This change would allow them to remain in their homes without the looming threat of financial instability.
