Reject Oregon’s Ban on Farming, Fishing, and Hunting
The Issue
Oregonians care deeply about animals. That is exactly why Initiative Petition 28 goes too far.
Marketed as an animal cruelty reform, the PEACE Act would eliminate long-standing exemptions in Oregon law and effectively criminalize hunting, fishing, livestock farming, pest control, and animal-based research. Ordinary activities that feed families, manage wildlife, support rural economies, and sustain cultural traditions could become crimes.
This is not a narrow reform. It is a sweeping ban.
Under this initiative, livestock would be treated the same as household pets under criminal law. Farmers, ranchers, fishers, hunters, researchers, and even restaurant workers could face legal jeopardy for activities that are currently lawful, regulated, and essential to Oregon’s food system and economy.
Oregon already has animal welfare standards designed to keep animals healthy and prevent abuse. When those standards are violated, penalties already exist. Initiative Petition 28 does not improve enforcement. It rewrites the definition of cruelty so broadly that it would destabilize agriculture, raise food prices, and eliminate entire industries.
Rural communities, tribal traditions, and working families would bear the heaviest burden. Promises of a transition fund do not replace lost livelihoods, generational knowledge, or food security.
This petition is not anti-animal. It is pro-reality.
Oregonians can support humane treatment of animals without outlawing farming, fishing, and hunting. We can strengthen animal care standards without criminalizing people who follow them. We can protect animals without destroying the systems that feed and employ our neighbors.
This petition calls on Oregon voters to reject Initiative Petition 28 and demand balanced, practical animal welfare policies that respect animals, people, and the realities of life in this state.
