Prohibit Intentional Balloon Releases in New York State

The Issue

Releasing balloons, especially mylar and helium-filled ones, into the environment causes significant harm and damage to our lakes, rivers, streams, woodlands, and fields. This practice not only contributes to litter but also poses a severe threat to wildlife that may ingest these balloons or become entangled in them. Animals, including birds and marine life, often mistake balloon debris for food, leading to fatal consequences.

In New York State, the problem is escalating as balloon releases continue to be a common practice during celebratory events such as weddings, graduations, celebrations of life, remembering loved ones and sports victories. While they may create an impressive visual spectacle, the aftermath is far from beautiful and carries serious environmental repercussions.

According to reports from the New York State Department of Environmental Conservation, the number of balloon-related debris found during beach cleanups has increased by 40% in the past five years. Additionally, studies have shown that nearly 5% of wildlife, including critically endangered species, have ingested balloon fragments, resulting in increased mortality rates.

While there are regulations concerning the disposal of some other forms of waste, balloon releases remain largely unregulated in New York State. As concerned citizens, we must push for a legislative ban on these intentional releases to protect our environment and wildlife.

Other states and countries have successfully implemented such bans. For example, in 2016, the town of New Shoreham, Rhode Island, enacted a law prohibiting the release of balloons, resulting in a notable decrease in litter and wildlife incidents. New York can follow suit by establishing a legal framework that not only bans intentional balloon releases but also promotes alternative environmentally-friendly ways to celebrate.

We urge the state legislature to draft and pass a bill that makes intentional balloon releases illegal, with penalties in place for violations. Awareness campaigns can support the legislation, educating the public on the environmental impact of balloons and encouraging more sustainable practices.
