Petition to Increase the Arkansas Fire Training Academy Operating Budget

The Issue

Statement of Purpose
We, the undersigned, respectfully petition the Arkansas State Legislature to increase the operating budget for the Arkansas Fire Training Academy (AFTA), housed within Southern Arkansas University Tech (SAU-Tech). As the state’s premier institution for firefighter education and emergency response training, AFTA plays a critical role in safeguarding our communities and preparing first responders for increasingly complex challenges.

Justification for Increased Funding
Rising Demand for Training: 

The demand for highly trained emergency personnel is increasing due to demographic shifts, climate-related disasters, and evolving threats. Consequently, it is imperative for AFTA to enhance its capacity to address these challenges. Current state and federal funding sources are limited and unsustainable; the available grants are often either insufficient in amount, highly competitive, or provided on a one-time basis only. The AFTA needs recurring operational support to maintain and grow its programs long-term.


Workforce Readiness:

Senate Bill 108 (2025) proposes $3.96 million in appropriations for AFTA and the Environmental Training Academy, including $3,045,637 for personal services and operational costs. While this is a step forward, it does not fully address long-term sustainability or infrastructure needs.


Modernization Needs:

Equipment upgrades, digital learning platforms, and facility improvements are essential to maintain compliance with NFPA standards and deliver high-quality training statewide.


Community Impact:

Enhanced training leads to better emergency outcomes, reduced property loss, and improved public safety across Arkansas.


We urge the Legislature to:

Approve additional appropriations beyond SB 108 to support capital improvements, instructor development, and expanded course offerings.
Establish a recurring funding mechanism to ensure AFTA’s long-term viability.
Increase support for all fire departments in Arkansas through subsidized training and outreach programs.
