The Issue

This petition is not anti-science—it is pro-transparency, pro-accountability, and pro-precaution. We are calling on Texas officials to permanently stop cloud seeding activities unless they are explicitly reauthorized through updated legislation, independent scientific review, and public consent.

Cloud seeding may be legal—but legality does not replace public consent, oversight, or long-term safety assurance.

Cloud seeding and atmospheric weather-modification practices involve dispersing substances into the atmosphere to influence cloud formation and precipitation. While permitted under existing frameworks, many Texans are unaware when or where these activities may occur, what materials are used, or how potential risks are evaluated.

Transparency Gaps
Texans lack clear, accessible information about:

-When and where cloud seeding occurs
-What substances are dispersed and in what quantities
-Which entities are responsible
-What oversight or post-event evaluations exist


Environmental & Water Concerns
Weather modification intentionally alters atmospheric behavior—systems that directly affect rainfall, flooding, drought conditions, groundwater replenishment, and agriculture. Because these systems are complex and interconnected, unintended downstream effects are a legitimate concern.

Public Health Uncertainty
Independent, long-term studies conclusively establishing the cumulative environmental and public health safety of atmospheric dispersal practices remain limited. Where uncertainty exists and exposure may be widespread, precaution is reasonable.

Recent Extreme Weather Events
Major flooding across parts of Texas in 2024 and a recent winter storm causing unseasonal snowfall and infrastructure strain have heightened public concern. This petition does not claim these events were caused by cloud seeding—but they reinforce the need for transparency, records, and independent review of any practices designed to influence weather systems.

Public Trust & Consent
Texas skies, water systems, and ecosystems are shared public resources. Activities affecting them should not proceed without modern safeguards, public disclosure, and meaningful citizen participation.

 

REQUESTED ACTIONS
We respectfully request that Texas officials take the following actions:

-Permanent Cessation of Activities
End all cloud seeding and atmospheric geoengineering activities within Texas airspace unless expressly reauthorized through new legislation following independent review and public approval.

-Comprehensive Public Disclosure
Immediately release detailed records identifying:

--All governmental, private, and quasi-governmental entities involved
--Substances dispersed and quantities used
--Dates, locations, objectives, and modeling assumptions of all operations

-Independent Scientific Evaluation
Commission unbiased third-party experts with no financial or institutional ties to weather-modification programs to assess cumulative environmental, public health, agricultural, and hydrological impacts. 


-Public Hearings & Comment Periods
Provide transparent public forums allowing citizen participation prior to any future authorization.


-Legislative Reform & Prohibition
Enact updated statutes prohibiting atmospheric modification activities absent explicit legislative approval, strict oversight, and enforceable safeguards.
