License, Insure, Register & Enforce all e-vehicles in NYS
The Issue
Silent, fast, lethal-the every day risk e-vehicles pose for pedestrians, non-electric bike riders, Citi bike renters, and moving vehicles on roads. Require & ban manufacturers of E-Bicycles to not allow speeds beyond 20mph in what is sold to the public.
We who sign this petition wish to require a safer environment enforcing new laws to protect pedestrians and drivers in New York State.
The law Mayor DeBlasio passed in 2022 limited e-bikes to use of roads, not "greenways for non-motorized bikes only" and to obey all laws of the road like motor vehicles. He left out governance, that includes licensing, insurance, registration and enforcement that the drivers' companies should be obligated to pay for (lawful & legal employees) to insure compliance.
Drivers of e-vehicles do not obey any these laws, most are young male teens roughing it out without bells, helmets and lights who help themselves to their rules of the road. They are going through red lights in any direction at any cross section, steal motorbike license plates to put on their vehicles, drive head on into you and move out of the way at last moment as a scare tactic ignoring every law for speed, (now 20 mph) in the city. They curse, spit and threaten you if you're in their way. They think nothing of going into greenways where outdoor dining eaters risk their lives to cross into a wooden vestibule crossing the greenway, they need to be banned off greenways entirely. You can witness them day and night going ahead of motorized vehicles on roads proving they go beyond the new law of 20mph 24/7 in NYC.
As a survivor victim to an incident involving an electric bike delivery driver (e-vehicle) at 45 mph, he struck me from behind. The collision left me with facial lacerations and torn hip muscles, after being thrown 20 yards onto the road, face down. The Sengalese teen driver, part of GRUB HUB, fled the scene without taking responsibility for their actions. To this day, I am burdened with medical costs resulting from this hit-and-run incident. Reported to NYPD who regret telling victims of e-bikes hit & runs," there is little to no enforcement and unlikely that anything will be done."
The surge in e-vehicle usage, especially by delivery companies such as Grub Hub, Door Dash, Instacart, Seamless, Uber Eats, Level Up, Caviar, Chow Now, Postmates, and Amazon, has led to increasing concerns over safety on our roads. Unfortunately, many e-vehicle drivers operate without proper licensing, insurance, or registration, leading to avoidable accidents, injuries, and even fatalities. They are young, don't wear helmets, desperate for income and race ahead of traffic to insure better tips. Their aggression and disrespect for the vast public on foot is alarming and insuring they are fined will bring this aggression to a halt.
By implementing statewide licensing, insurance, and registration requirements for all e-vehicles, we can create accountability and significantly reduce the risks associated with their usage on public roads. This measure would not only protect pedestrians but also ensure that responsible drivers within the delivery industry have the necessary training and accountability.
Instead of protections, bicyclists are forced to ride with these drivers that operate with reckless disobedience to safe driving let alone oblige the law.
Licensing would ensure that drivers are knowledgeable about road safety practices, while mandatory insurance would cover potential damages in the event of an accident. Vehicle registration would facilitate the tracking of e-vehicles, holding drivers and companies responsible for any misuse. It would increase City revenues to build stronger laws, enforcement and protection.
The implementation of these requirements is crucial in preventing the suffering that countless individuals, like myself, endure due to unregulated e-vehicle operations. It's time for New York State to take decisive action by enacting legislation that prioritizes the safety and well-being of its residents.

We deserve safety. They have overwhelmed greenways so much so that we no longer ride on them because we can't count on them to obey the law. Resorting to roads where cars you can rely on to obey the law because they're licensed and registered drivers with NYS Insurance plans. We deserve to be back on the path on Hudson river walkways with our own lanes with access to fresh river air, not pathways along highway gas driven cars , or on the Brooklyn Bridge alongside gas cars, we deserve the right to drive where air is freshest that we created as cyclists committed to cleaning NYC air.
