Keep Desegregation Oversight in Garland ISD—Protect Equity in Texas Schools

The Issue

For more than 50 years, Garland Independent School District has been under a federal desegregation order. Not because it’s failing—but because it has been succeeding. Garland ISD is a powerful example of how long-term commitment to equity can improve education for all students.

Now, the Trump administration wants to end that oversight.

The U.S. Department of Justice, under Trump, has filed a motion to dissolve the last remaining desegregation order in Texas—even though local leaders, the Garland NAACP, and the district itself support continuing it. Why? Because it works.

Garland ISD’s innovative “schools of choice” plan—developed under the desegregation order—has helped create academic opportunity for over 51,000 students, 80% of whom are Hispanic, Black, or Asian. There are no racially segregated classrooms here. But the structures that built that progress must be protected—not prematurely dismantled for political gain.

This isn’t about the past. It’s about the future. Ending desegregation oversight without a local request or community support is a step backward for civil rights in Texas schools.

We’re calling on:

  • The federal courts to reject the Trump administration’s motion and keep the desegregation order in place
  • State and local leaders to publicly oppose this move and stand with Garland students and families
  • The Department of Justice to listen to the community—not push political rollbacks

Educational equity is not a finished project. It’s a promise we have to keep renewing.
