The Issue

The tragic death of Kada Scott in Philadelphia is not an isolated incident. It was the result of systemic failures that have long endangered Black women in our city. Domestic violence has seeped into the fabric of our societal identity, often leaving Black women disproportionately affected and unprotected.

Research published in the Lancet medical journal in February 2024 startlingly revealed that Black women, aged 25-44, are six times more likely to die by homicide than their white counterparts. Further analysis by the National Coalition Against Domestic Violence indicates that approximately 45% of Black women have experienced stalking, physical, and sexual violence in their lifetimes. Distressingly, approximately 51% of Black female adult homicides were linked to intimate partner violence. These figures reflect the urgent need for systemic reforms to address this glaring injustice.

In light of these alarming statistics and the tragic events surrounding Kada Scott, we urge the Philadelphia City Council to analyze systemic failures that allowed Keon King's escalating violence to continue unchecked. We demand immediate budget reallocation to address gaps in the reactive justice system and promote preventative measures through economic opportunities and education.

Our seven-point plan advocates for:

DEMANDED ACTIONS: SYSTEMIC REFORMS FOLLOWING KEON KING CASE

1. CASE ASSIGNMENT PROTOCOL REVIEW
ISSUE: Keon King's escalating pattern of violence reveals potential gaps in case severity assessment and attorney assignment.

QUESTIONS DEMANDING ANSWERS:

Are rookie prosecutors currently handling cases involving serious violent crimes (strangulation, weapons offenses, kidnapping)?
ACTION REQUIRED: Immediate audit of case assignment procedures to ensure cases are matched with prosecutor experience levels based on severity indicators and defendant criminal history.

BUDGET REQUEST: Allocate funds immediately for case review system implementation and staff training.

2. BAIL DECISION FRAMEWORK ENHANCEMENT
ISSUE: King's repeated ability to post bail despite escalating violence demonstrates critical failures in bail assessment and judicial discretion.

TIMELINE OF FAILURES:

December: After burglary and strangulation charges, King posted $5,000 (10% of $50,000 bail) and was immediately released.
January: While out on bail, King committed kidnapping and firearm brandishing offenses.
April: After turning himself in for kidnapping, strangulation, and related crimes from January attack, prosecutors requested $999,999 bail, but Magisterial Judge Naomi Williams set bail at only $200,000. King posted $20,000 and was rereleased.
Pattern shows: Defendant with clear escalation of violence and prior bail violations was released twice, with judicial decision contradicting prosecutorial assessment of danger.

ACTIONS REQUIRED: Develop a comprehensive risk assessment tool that weighs the pattern of violence, domestic violence history, weapon involvement, and prior offenses committed while on bail in bail recommendations. Implement mandatory Nebbia holds for all violent or community-dangerous felonies, requiring defendants to prove that bail funds come from legitimate sources before release—preventing dangerous individuals from using illicit or questionable funds to post bail and return to the community quickly.

Establish accountability mechanisms and review protocols for judicial decisions that significantly deviate from prosecutorial bail recommendations in cases involving repeat violent offenders.

ACCOUNTABILITY REQUIRED: Investigation into Judge Williams' April bail decision—review whether appropriate weight was given to King's December charges, January offenses committed while on bail, and prosecutorial risk assessment.

BUDGET REQUEST:Emergency funding for risk assessment software, Nebbia hearing implementation and processing systems, judicial training on pattern violence recognition, and development of bail decision review boards.

3. DOMESTIC VIOLENCE CASE PRIORITIZATION
ISSUE: King's November attack preceded December charges, suggesting possible delays or gaps in investigation and prosecution of domestic violence incidents.

Understaffed detective units and heavy caseloads cannot excuse domestic violence cases "slipping through the cracks."

ACTION REQUIRED: Immediate investigation into response times, case processing delays, and workload distribution in the domestic violence unit.

ACCOUNTABILITY REQUIRED: Review handling of the King case specifically—identify lapses in investigation, charging decisions, or information sharing between the November and January incidents.

4. DETECTIVE UNIT STAFFING AND RESOURCE ALLOCATION
ISSUE: King's ability to commit multiple violent offenses across three months highlights systemic capacity problems.

ACTION REQUIRED: Conduct immediate staffing analysis of detective units handling violent crimes and domestic violence.

BUDGET REQUEST: Emergency reallocation of funds to hire additional detectives and support staff for violent crimes and domestic violence units.

5. INTER-AGENCY INFORMATION SHARING SYSTEMS
ISSUE: Pattern of escalation from November through January suggests potential communication gaps between law enforcement, courts, and prosecution.

ACTION REQUIRED: Audit current systems for tracking repeat offenders and flagging patterns of escalating violence.

BUDGET REQUEST:Immediate funding for an integrated case management system that alerts all stakeholders to the defendant's full criminal history and pending charges.

6. ROOT CAUSE PREVENTION: ECONOMIC OPPORTUNITY AND ANTI-VIOLENCE PROGRAMS
ISSUE: King's case exists within a broader context where structural racism, poverty, educational attainment gaps, and employment barriers contribute to homicide and domestic violence rates.

Research demonstrates that states with larger shares of low-income households experience the highest disparities in homicide rates.

ACTIONS REQUIRED: Establish job training, career development, and financial literacy programs specifically targeting communities disproportionately affected by violence.
Partner with employers to create pathways to sustainable employment for at-risk populations.
Address systemic barriers including educational attainment gaps and economic inequality that research identifies as contributing factors to domestic violence and homicide.

BUDGET REQUEST: Dedicated funding stream for economic opportunity programs, job placement services, and partnerships addressing structural inequities.

7. COMPREHENSIVE SCHOOL-BASED DOMESTIC VIOLENCE PREVENTION EDUCATION
ISSUE: King's pattern of violence underscores need for early intervention and education before violent behaviors develop.

Youth must be equipped with knowledge, resources, and support systems to recognize, prevent, and escape domestic violence.

ACTIONS REQUIRED:Implement mandatory domestic violence prevention curriculum in middle and high schools that includes: Clear definitions of domestic violence, abuse, and healthy relationships
Education on societal implications and long-term consequences of domestic violence
Procedures and safe reporting mechanisms for students experiencing or witnessing abuse
Practical strategies for students to protect themselves and seek help
Warning signs and behavioral patterns to recognize in potential partners
Information about functioning justice system resources and victim support services
Train teachers, counselors, and school administrators to identify warning signs and respond appropriately to disclosures.

BUDGET REQUEST:Immediate funding for curriculum development, teacher training, school counselor positions, and partnerships with domestic violence advocacy organizations.

We demand that action is taken within a clear timeline:
- Within 30 days: Public acknowledgment of this petition and commitment to action.
- Within 60 days: Preliminary audit results and investigation findings.
- Within 90 days: Concrete implementation plan with budget allocations.
- Within 180 days: Measurable progress reports on all seven reform areas.

Sign this petition to urge our leaders to act swiftly and decisively. We must not allow another tragedy like Kada Scott's to occur due to preventable systemic failures.
