Indiana Homeless Bill of Rights
The Issue
The following is a petition for the Indiana Government to make the homeless a protected class in the state of Indiana by enacting a Homeless Bill of Rights. This ensurs that the homeless are entitled to all of the rights and protections under such a designation. Whereas, policies will be enacted to "establish procedures for disposing of property discovered during the cleaning of public spaces and will ensure that the owners are afforded due process of law and provided with support by appropriate service provider agencies"; "police interactions with homeless people will ensure that law enforcement personnel understand and are sensitive to the needs and rights of those experiencing homelessness (such a policy shall recognize that all persons, including people experiencing homelessness, have the right to be peacefully in any public place so long as their activities are lawful. This will also explicitly affirm that homelessness is not a crime.)"; and a policy will be enacted to address violence and hate crimes towards the homeless population in Indiana. https://www.nlchp.org/modelpolicies_discrimination
