Request compromise with more diverse representation regarding PUC Case Number: IPC-E-18-15

The Issue

This week, a 'settlement' between Idaho Power and various stakeholders was announced regarding Case Number: IPC-E-18-15.

This compromise was struck between a very narrow group of stakeholders. We feel the ratepayer has not been included in this compromise and the terms of the compromise represent the lack of ratepayer representation.

The settlement is one of the most regressive net metering policies we have seen proposed. This settlement essentially eliminates solar as a viable investment for homeowners and business owners throughout the Idaho Power territory.  

The most troubling aspect of the compromise is the 'credit' a solar producer is compensated for excess production. The credit ends up getting diminished to half of what it currently is, furthermore, the compromise does not grandfather existing net metering customers into the new structure. 

There are hundreds, if not thousands of solar customers in the Idaho Power territory who invested in solar based on the assumption of 1:1 net metering and when they find their credit is diminished to 50%, we foresee a serious backlash from these ratepayers.

We feel this compromise does not adequately represent the many stakeholders in the state and we respectfully request the Idaho PUC postpone any vote related to this compromise so that further discussion can take place regarding net metering in the State of Idaho.
