Enact laws against unregistered dog breeding in California

The Issue

I have witnessed firsthand the tragic consequences of the unregulated dog breeding industry in California. Overburdened rescues and shelters face the heartbreaking choice of euthanizing healthy, beautiful dogs simply because they lack the resources and space to accommodate them all. This is not just a personal issue—it is a widespread crisis affecting our entire community, and it's time we take decisive action to address it.

The State of California must put an end to backyard breeding and implement stringent penalties for dog breeding without proper registration. Such legislation would require breeders to show a documented history of successful breeding programs, conduct genetic testing to ensure the health and well-being of the animals, and participate in community reinvestment programs to mitigate the societal impacts of their breeding activities.

In addition to these necessary regulations, a breed-specific moratorium is essential. For one year, there should be a pause on breeding activities for impacted breeds such as Bulldogs (including Micro, Pit, Pocket, English, Frenchie, or any mix), Dobermans, Huskies, Pugs and large farm breeds to name a few. These breeds are disproportionately affected by overpopulation, often ending up in shelters at alarming rates.

California must start protecting both the dogs and the community. Enacting responsible breeding laws will not only reduce the number of dogs ending up in shelters but also promote healthier, ethically-bred companions for families. Genetic testing and historical proof of breeding success ensure that only breeders committed to the welfare of their dogs can legally operate.

We cannot continue to allow irresponsible breeding to endanger the lives of so many animals. The implementation of these laws will safeguard their futures while easing the overwhelming burden currently placed on shelters and rescues across the state.
