Make excessive animal breeding illegal
Why this petition matters

On November 26, 2019, former President Donald Trump signed the Preventing Animal Cruelty and Torture Act (PACT), an extension of the Animal Crush Video Prohibition Act of 2010 signed by former President Barack Obama. The original act prohibits the creation of animal crushing videos, defined in the text as "any photograph, motion picture, film, video or digital recording, or electronic image that: (1) depicts actual conduct in which one or more living non-human mammals, birds, reptiles, or amphibians is intentionally crushed, burned, drowned, suffocated, impaled, or otherwise subjected to serious bodily injury; and (2) is obscene." The act also lists the situations in which the act does not apply "(A) a customary and normal veterinary, agricultural husbandry, or other animal management practice; (B) the slaughter of animals for food; (C) hunting, trapping, fishing, a sporting
activity not otherwise prohibited by Federal law,
predator control, or pest control; (D) medical or scientific research; (E) necessary to protect the life or property of a

Regarding this information, there is one form of torture to animals that is not listed, and that is the excessive breeding done by puppy mills around the country. The action in which a "dam" (the mother to a litter) is continuously impregnated so the owner(s) can sell the babies for profit. Going through one pregnancy can be traumatizing enough, but imagine being forced to give birth until your body is no longer able, then being considered useless. As humans, this would be treated as abuse or torture due to the pain and suffering inflicted, so why should this be different for animals. Looking at PACT, there are multiple other forms of torture considered cruelty, so why is this any different? Including breeding limitations would furthermore confirm that cruelty to animals will not be tolerated on any account.
