ECONOMIC PARTICIPATION FOR LOCAL OF EMALAHLENI
The Issue
MINING COMPANIES, ESKOM , Transnet, Emalahleni LM (MM'S office), District Municipality (Mayor's office) Mpumalanga Provincial Government (Premier's office), Minister of Minerals (DMRE Office), Minister of Eskom (office) and MDV
Concerning issues included but not limited to the following:
- The use of portals to exclude local business people whilst white companies are getting vendor registrations directly. The portals are used to delay local businesses.
- CSI spending is a matter of concern:
Where is this money and how do our communities and Churches access it?
CSI spending of the mine contractors.
We need Legacy projects, not food parcels.
Every mine must come out clear on their budget share and How do they help Churches. Churches Are NPOs and Are In Need. Churches are part and percel of the Community. Religious Sectors are playing a very important role in the Community and We therefore requests Mines CSI to Revisit Their Mines Policies Especially that part that says they don't support Religious Sectors and Political Parties. Churches Are Part and Parcel Of The Community.
Mines must advise the Churches on which projects they can do to the Community and Empower Our Community especially Young People.
Is Our Submission That Mines Must Come To The Community and Religious Sectors/ Churches and Play A Very Important Role.
- Employment opportunities
Employment of our locals by Eskom contractors and their Agents
Employment of locals directly by the mines and by their contractors is paramount
If there is a process in place, what is the process and how does it assist our unemployment communities?
- Bursaries, and apprenticeships how do our communities access these opportunities.
We need a tool for skills development programme monitoring and implementation
- Enterprise development, of the mines, and their sub-contracting opportunities
We need a programme of action for all SMMEs that are on the database or portal based on the honest and proper assessment made to each and every company on the portal
The use of portals to exclude local business people whilst white companies are getting vendor registrations directly. The portals are used to delay local businesses.
The use of CSD as a selection tool and to exclude us from participating in the RFQ system
-The failure of the mines to comply with their SLP and BBBEE, LED Obligations.
- The failure of the DMR to enforce the law and withdraw mining licenses for mines that are in bridge of their mining licences by not complying with their SLP and BBBEE obligations. Also, all other obligations as stipulated in the mining charter.
NB we need the CLO companies that will be accountable to communities
*CSI – ESKOM*
All Eskom Projects have a CSI of 1-2% of the contract value to benefit the township in development via job creation and donations. These companies who have contracts with Eskom (Kendal, Duvha, Kriel ,Matla and Kusile) do not adhere to the conditions of the NEC contracts, and it has to be reviewed to recoup all the commitments they have made to Eskom to develop the townships.
*Mining, ESKOM and Department of Education*
In the Nkangala District Municipality we have two schools which were created for Technical studies, i.e. Mabande CH School in Phola and Mphanama CH School in Mhluzi. We recommend that these schools be made Schools of Engineering like the Kangala CH School in Gauteng which is a twin to these schools.
Creating an school of Engineering will ensure that we have a hub of technical skills development in the Nkangala District Municipality, which will ensure that our youth have technical skills to enter the job market.
*Saalboomspruit Bridge (iNgoriyana)*
We have seen a lot of mining happening around Phola-Ogies and also huge trucks passing the bridge to deliver at Eskom. The bridge is very old and the mining trucks plus the Eskom delivery trucks are overloading the bridge. The structural integrity and load capacity of the bridge is now depleting and that will cause the bridge to collapse.
We urge Eskom and the Mining Industry to come up with a plan to solve this future catastrophe that will happen to the bridge and create problems for the community Emalahleni
*LED*
According to the LED strategy (2018-2023), Section 3.1.16.1 Integrated Development Plan states the following:
The following are some of the key challenges identified relating to Emalahleni LED:
a) Tourism potential not fully exploited;
b) Inadequate support for SMMEs leading to ineffective growth and sustainability;
c) Insufficient support for emerging farmers leading to underutilization of available agricultural land;
d) Poor business relationships and lack of common vision amongst business and other institutions;
e) Marketing drive to attract huge investments;
f) Inadequate institutional structures/arrangements that plan, implement, monitor and evaluate LED programmes and projects (e.g. LED unit structure and LEDF)
*Tourism* - Currently the area owned by Emalahleni LM within the Witbank Dam vicinity is not utilized and we need to utilize it for tourism and art & culture to attract more tourists. The witbank dam area has a lot of history about amaNdebele kaNdzundza.
*SMME support* – The municipality is not supportive to the SMMEs through ESKOM and the Mining Industry, Emalahleni has a huge potential to support the SMMEs but there is no political will from the Municipality to uplift the local SMMEs, only SMMEs from other provinces are supported
*Emerging Farmers Assistance* – Emalahleni LM has vast amount of land that may be utilized to assist emerging farmers but the problem is the collusion of the Emalahleni LM and DMR which leases all the land to outside mining companies who utilize our land and after taking our mineral they leave the land destroyed with acid water from the mines which end up contaminating our rivers and destroying the land.
Hence the support of emerging farmers is not happening.
*Poor business relationships* – The companies who are given support by the Emalahleni LM, Nkangala DM, Eskom and Mining Companies are neither from Emalahleni LM nor Nkangala DM, hence there is poor business relationships between all stakeholders. We urge Emalahleni LM and Nkangala DM to start supporting local companies (charity begins at home).
*LED Evaluation* - The LED department of Emalahleni LM and Nkangala DM are invisible to the public and we believe this is caused by hiring LED managers who are not local and they do not care about our communities. This needs to be reviewed and only hire local people in this department because it is only them that understand our people.
