Sleep is a basic human need and sleep deprivation has severe health consequences, both short and long term. Plus, some people are homeless and some are narcoleptic. People must have the right to sleep in any location in which they have the right to be when awake. On sidewalks, only wheelchair dependent people have the right to disturb sleepers and even then only when no alternative means of passage exists. State and local autonomy do not supercede these rights.
