እኛ ለአዲስ አበባ ከተማ አስተዳደር እና አዲስ አበባ ደረቅ ቆሻሻ አስተዳደር ኤጀንሲ የምናቀርበው የፊርማ ማሰባሰብ፤ በሁሉም ክፍለ ከተሞች ወጥ የሆነና ደረጃውን የጠበቀ ከቤት-ወደ-ቤት የቆሻሻ ማጠራቀሚያ ገንዳ (dustbin) ስርጭት እና  ስርዓት እንዲዘረጋ ለማሳሰብ ነው።

ተሞክሮ፡ የጀመርነው አርአያነት ያለው ስራ

ኢትዮጵያ ሴንተር ፎር ዴበሎፕመንት (ECD) ከአዲስ አበባ ወጣቶች ማህበር ጋር በመተባበር፥ ይህ የቤት-ወደ-ቤት የቆሻሻ አያያዝ ስርዓት በተግባር ሊሰራ እንደሚችል ለማሳየት ቀዳሚውን ተነሳሽነት ወስደን አየሰራንበት እንገኛለን።

በዚሁ መሰረት፥ ለ43 አባወራዎች በናሙናነት ባለ 3 ቀለም (3-in-1) (አረንጓዴ ለሚበሰብስ; ሰማያዊ ድጋሚ ጥቅም ላይ የሚውል እና ቀይ አደገኛና ጓጂ) የቆሻሻ መለያና ማጠራቀሚያ ገንዳዎችን በስኬት አቅርበናል። ይህ አነስተኛ የተነሳሽነት ተግባር በቤት ደረጃ ተገቢውን ቁሳቁስ በማቅረብ የቆሻሻ መጣል ልምድን ወዲያውኑ እንደሚያሻሽል፣ ቆሻሻን ለይቶ ለማስቀመጥ እንደሚረዳ እና ለአሰባሳቢዎች ስራን እንደሚያቀልል በተግባር አሳይቷል። አሁን ደግሞ የከተማው አስተዳደር ይህንን የተሳካ ሞዴል በመውሰድ እንዲሁም በማሻሻል በመላው ከተማ ላይ በሰፊው እንዲተገብረው እንጠይቃለን።

ይህ ጉዳይ ለምን አስፈለገ?

አዲስ አበባ በከፍተኛ ፍጥነት እያደገች ቢሆንም፥ የቆሻሻ አወጋገድ መሠረተ-ልማታችን አብሮ ማደግ አለበት። በአሁኑ ወቅት መንግስት አየሰራው ያለው ነገር ይበል የሚያሰኝ ቢሆንም ከከተማዋ እድገት ጋር አብሮ የሚሄድ የቆሻሻ ልየታ ስራ ከቤት በ3 ደረጃ በ3 የቀለም በየቤቱ ቢጀመር ቆሻሻን መልሶ ለመጠቀም እንዲሁም የገቢ ምንጭ ለማድረግና የስራ እድል ለመፍጠር ማስቻል የሚችል አቅም አለው።

ይህንን ከቤት-ወደ-ቤት የቆሻሻ ገንዳ የማቅረብ ስራ በሰፊው በመተግበር የሚከተሉትን ጥቅሞች ማግኘት እንችላለን፦

የህዝብ ጤናን መጠበቅ፡ ለተላላፊ በሽታዎች መነሻ የሚሆኑ ቦታዎችን ማጥፋት እና ቆሻሻን ከማቃጠል የሚወጣውን መርዛማ ጭስ መቀነስ።

የወጣቶችንና የቆሻሻ አሰባሳቢዎችን አቅም መገንባት፡በአካባቢው ለሚገኙ ወጣት ማህበራት እና ጥቃቅንና አነስተኛ ኢንተርፕራይዞች ደህንነቱ የተጠበቀ እና ቀልጣፋ የስራ እድል መፍጠር።

ቆሻሻን ለይቶ ማስቀመጥን ግንዛቤ መፍጠር፡ ባስተዋወቅነው “ባለ 3 ክፍል (3-in-1)” ገንዳ በመጠቀም፣ በሰብሳቢዎች ደረጃ መልሶ ጥቅም ላይ የሚውሉ እና የማይውሉ ቆሻሻዎችን በቀላሉ ለመለየት ያስችላል።

በ43 አባወራዎች ላይ ካስመዘገብነው ስኬት በመነሳት፥ የአዲስ አበባ ከተማ አስተዳደር የሚከተሉትን እርምጃዎች በአስቸኳይ እንዲወስድ እንጠይቃለን፦

1. ይህንን ሞዴል በሰፊው መተግበር፡** ከተወሰኑ አካባቢዎች አልፎ በሁሉም ክፍለ ከተሞች ላሉ ቤተሰቦች ዘላቂ እና ባለ 3 ክፍል የቆሻሻ ገንዳዎችን በነፃ ወይም በተመጣጣኝ ዋጋ የማሰራጨት ስራን ማስጀመር።

2. የተስተካከለ የክምችት/የመሰብሰቢያ ጊዜ  ማድረግ፡ በአካባቢው ባሉ የላቀ ተሳትፎ ያላቸው ወጣቶችና የአደረጃጀት መዋቅሮች አማካኝነት አስተማማኝ እና መደበኛ የቤት-ወደ-ቤት አሰባሰብ ስርዓት ማላመድ።

3. የህዝብ ግንዛቤን ማሳደግ፡ ከቤት ጀምሮ ቆሻሻን ለይቶ የማስቀመጥ ባህል እንዲዳብር፣ የወጣቶች ማህበራትን አቅም በመጠቀም ሰፊ የማህበረሰብ ትምህርት መስጠት።

እኛ በ43 አባወራዎች ሊሰራ እንደሚችል አሳይተናል—አሁን ደግሞ ለመላው ከተማችን እውን እንዲሆን የምናደርግበት ጊዜ ነው። ይህንን ፊርማ ማሰባሰብ በመፈረም ለዋና ከተማችን ጤናማ አካባቢ፣ ንጹ እና ቀጣይነት ያለው የወደፊት ህይወት እንዲኖር ድምፅዎን ያሰሙ

This petition is addressed to the Addis Ababa City Administration and the Addis Ababa Solid Waste Management Agency, calling for the establishment of a standardized, city-wide household waste bin distribution and management system across all sub-cities of Addis Ababa.

Our Experience: A Model Initiative Already Underway

The Ethiopian Center for Development (ECD), in collaboration with the Addis Ababa Youth Association, has taken the lead in demonstrating that an effective household waste management system can work in practice.

Accordingly, we successfully distributed sample 3-in-1 color-coded waste segregation bins to 43 households:

Green – Organic/Biodegradable waste

Blue – Recyclable waste

Red – Hazardous and harmful waste

This pilot initiative has demonstrated that providing appropriate waste management equipment at the household level can immediately improve waste disposal practices, encourage waste segregation at the source, and make waste collection more efficient for waste collectors.

We now call upon the city administration to adopt, strengthen, and scale up this successful model across Addis Ababa.

Why Is This Important?
Although Addis Ababa is growing rapidly, our waste management infrastructure must grow alongside the city's development.

While the government is making commendable efforts in waste management, introducing a three-category, color-coded waste segregation system at the household level would significantly improve waste handling practices. Such a system has the potential to:

·        Increase recycling and resource recovery.

·        Generate income from recyclable materials.

·        Create employment opportunities.

·        Improve environmental sustainability.

·        Reduce pressure on landfill sites.

Benefits of Expanding Household Waste Bin Distribution
1. Protecting Public Health

Eliminate waste accumulation sites that become breeding grounds for communicable diseases.

Reduce toxic smoke emissions caused by open waste burning.

2. Empowering Youth and Waste Collectors

Create safer and more efficient employment opportunities for local youth associations, waste collectors, and micro and small enterprises engaged in waste management.

3. Promoting Waste Segregation Awareness

The introduction of the 3-in-1 waste segregation bins encourages households to separate waste at the source.

It enables collectors and recycling operators to easily distinguish recyclable and non-recyclable waste streams, improving recycling efficiency.

Our Call to Action
Building on the success achieved with the initial 43 households, we respectfully urge the Addis Ababa City Administration to take the following immediate actions:

1. Scale up the Model City-Wide

Expand beyond pilot areas and launch a city-wide program to distribute durable, three-compartment waste bins to households across all sub-cities, either free of charge or at an affordable cost.

2. Establish a Structured Collection Schedule

Develop a reliable and regular door-to-door waste collection system by working closely with organized youth groups and community structures that have demonstrated strong local engagement.

3. Increase Public Awareness

Implement large-scale community education campaigns to promote household waste segregation practices, leveraging the capacity and outreach of youth associations and community organizations.

Conclusion
“A clean Addis Ababa begins at our doorstep.”

We have already demonstrated through our work with 43 households that this model is practical and effective. Now is the time to make it a reality for the entire city.
