Stop a sexually violent predator from living in Concord, CA

A sexually violent predator is scheduled to be released and placed at a single family residence in the City of Concord. Fraisure E. Smith is scheduled to move to the 1500 block of Amhurst Way in Concord.

Smith is currently housed at a state hospital.

Fraisure Smith has been convicted of rape by force and assault to commit a specified sex offense, according to the Concord Police Department.

Smith was sentenced to prison in 2006 after he pleaded no contest to assault with intent to commit rape. Smith was committed to Coalinga State Hospital on July 24, 2010.

Smith filed a petition for conditional release and unconditional discharge in April 2012.

In November 2013, the court ordered him released to CONREP, which then sought a placement that was not within a one-quarter mile of a public or private school with students in grades kindergarten through 12.

On February 23, CONREP recommended Smith be placed on Willotta Drive in unincorporated Solano County near Suisun City, but in April Judge Arvid Johnson blocked the move because of the residence’s close proximity to Solano Community College.

The judge noted the age of female students at the college were consistent with Smith’s past victim profile.

A public hearing regarding the Department of State Hospitals’ placement recommendation is scheduled for Friday, September 25, 2015 at 9:00 AM at the Solano County Superior Court, 600 Union Ave., Fairfield, CA 94533.

The Concord Police Department, Concord City Attorney’s Office and the Contra Costa County District Attorney’s Office will oppose the placement of this sexually violent predator in the City of Concord and in Contra Costa County. Interested members of the public are encouraged to attend the hearing.
