North America's foreign aid program needs help; and, when improved, it can help the world's needy more.  For years the U.S. Agency for International Development (USAID) has been weakened by staff shortages and inadequate support, resulting in wasted time, money, and opportunities. Greater transparency standards, more and better planning, good information exchanges, and trained professionals working closely with communities in the field are needed to strengthen this program.
