One of the biggest problems our Local Councils face is one of Funding. They simply do not gat the funds from Central Government to do the job they are expected to do 'alone'.

Of course, Local Authorities were never meant to provide Community Care and Community Support alone. The idea was to do it on collaboration with the Community and their Community Groups.

Rather than recognising that they are not up to the task, they have instead taken a defensive position where they blame everyone else for the problems in our Communities.

Meanwhile the Community Groups, who have historically developed and provided our community care, are now being bogged down in red tape and required to adhere to Council's impossible requirements.

This is what I mean by them being 'Risk Averse'. Rather than manage risks that always arise, they instead seek to eliminate all risks by doing as little as possible and hope the problems goes away.

In this respect our Local Councils, like Wiltshire Unitary Authority, become out of touch with the people they are supposed to be serving and who they have a duty to listen to (Democracy in Action).

Please help us to get Wiltshire Council to face up to it's obligations and recognise its failures, Most important, let us get them supporting the Community and its Community Groups to do the jobs they are best to do.
