Wiltshire Council's Community Support Services and Safeguarding Service are understaffed, under resourced, badly managed and not fit for purpose. Many staff report being overworked because of staffing cuts and feeling bullied.

Wiltshire Council's Safeguarding Team (DOFA) is particularly ineffective in protecting vulnerable people and has proved to be incompetent in dealing with Safeguarding Claims, especially regarding organisations (like us), who provide support to vulnerable people of all kinds 6-7 day a week.

Many people working within the services and seeking the support of these services, feel unsupported and often intimidated by the methods use to judge need and allocate services. The council is more concerned with saving money and eliminating risk to themselves.

This is bad enough, but Wiltshire Complaints department appears equally understaffed & under-resourced and no longer provides a satisfactory response to complaints made about Wiltshire's Services.

It is reasonable to say that the Safeguarding Service believe they are Above The Law (Criminal and Civil), engage in Risk Avoidance' rather than  'Risk Management' and have effectively destroyed Community Services.
