To: The Mayor and Councillors of The Hills Shire Council

From: Concerned Dog Owners and Local Residents

We need urgent upgrades to Connie Lowe Dog Park.

We, the undersigned residents and dog owners of The Hills Shire and surrounding suburbs, respectfully petition The Hills Shire Council to urgently review and upgrade the facilities at Connie Lowe Reserve Dog Park.

While we are grateful for the existence of this local dog park, the current condition of the park does not reflect the standard seen in many other council-run dog parks across Greater Sydney. We believe the following issues warrant immediate attention:

 

⚠️ Key Issues and Concerns:

Poor fencing and safety risks:

Inadequate fencing creates safety concerns for dogs, especially smaller breeds.

No separation of small and large dogs:

Lack of size-based segregation leads to frequent clashes and safety concerns.


Drainage problems and minor flooding:

Rainfall results in persistent puddles and muddy areas, especially around the tap station.


No seating or shelter for owners:

There are no shaded or seated areas for supervision and comfort.


Lack of lighting:

No lighting makes the park unusable after 5pm in non-daylight savings periods.


Outdated or minimal dog equipment:

The park lacks enrichment structures and agility equipment standard in other modern Sydney dog parks.

 

🏞️ Falling Behind Other Councils

Councils across Greater Sydney – including Blacktown, Inner West, Camden, and Penrith – have invested in modern, well-equipped dog parks with shaded seating, secure fencing, agility zones, lighting, and designated small/large dog areas. These parks are not just safer but encourage responsible pet ownership and strengthen community wellbeing.

It is simply unacceptable that The Hills Shire, a growing and family-focused region, offers outdated facilities that fail to meet basic standards. Our community deserves a dog park that reflects the same level of care, safety, and pride seen in other forward-thinking councils.

We respectfully ask Council to:

Review the current state of Connie Lowe Dog Park


Upgrade fencing, drainage, and lighting 


Install designated areas for small and large dogs


Add seating, shaded areas, and modern agility equipment

 

As Rouse Hill and surrounds continues to grow, the need for a safe, modern dog park becomes more essential. These improvements will benefit local families, enhance public safety, and support responsible pet ownership.
