Why Existing Pre-Con Buyers Punished but Builders being favored?

The Issue

To the Honourable Ministers, Mayor Brown, and Distinguished Representatives of the Federal, Provincial, and Municipal Governments

I am writing to express my profound disappointment regarding the recent policy changes effective April 1, 2026, which eliminate HST and lower development charges only for new contracts signed on or after April 1 2026.


By excluding homes closing on or after April 1 2026 that were signed previously, the government is creating a two-tiered system that penalizes existing homebuyers. This policy shift appears to prioritize the profit margins of builders over the financial well-being of the working class tax paying canadians and voters you represent.


I would like to address the following concerns:


Market Fairness: Why are consumers who committed to housing earlier at higher prices which includes HST and development charges being denied the same relief as those signing today?


Builder vs. Consumer Bias: This structure suggests that the government has prioritized builder lobbying over consumer protection and brought in temporary policy to clear builder's inventory.


Equitable Relief: If these measures are intended to solve the housing crisis, the relief should be applied based on the closing date on or after April 1 benefit equally from tax and fee reductions.


It is disheartening that Canadians must "lobby" to receive fair treatment from their own government. Please clarify why this distinction was made and what steps the Ministry is taking to ensure that all homebuyers are treated with the same level of fairness.


I am sharing these concerns as a long-time resident and taxpayer who believes in a fair and transparent housing market for all Ontarians.


I look forward to your prompt response on how you intend to rectify this disparity.
