We demand a fair deal for residents affected by External Wall Insulation schemes
The Issue
In September 2012, residents in Caerau and other areas in Wales signed up to an energy efficiency scheme run by both UK and Welsh Governments.
The scheme provided internal and external wall insulation to houses involved and since the installation of the insulation, participant houses have suffered from damp and mould. This in turn has drained residents finances and negatively affected residents’ mental health.
We entered these schemes in good faith, now we want that good faith returned in kind.
Involved in the works were internal and external insulation, new boilers, vents on the properties and rendering.
Since the works have been done, residents have had to live with extreme damp and mould. This has led to residents paying for work to put things right, such as paying for new kitchens, carpets, new paint, new blinds. This has been an ongoing issue for over a decade now. Damages to the property must be put right and residents compensated for putting the damages right themselves which has amounted to thousands of pounds.
My story....
In 2007, I purchased a house that had previously belonged to my grandmother. Five years later, a company called Green Renewable Wales approached me, offering what they described as a new and innovative form of external wall insulation. The work was carried out free of charge under a government-backed scheme, and I agreed in good faith.
The consequences have been devastating.
My home has since suffered from severe damp, rot, and extensive internal damage. Plaster is crumbling from the walls, my kitchen has been ruined by persistent moisture, and many of our personal belongings have been destroyed. Beyond the damage to the property itself, our health has also been affected. What should have been a safe and secure home has instead become a source of constant stress and distress. This has been an ongoing ordeal for over 13 years.
Tragically, my experience is not unique. Across the country, there has been a significant rise in similar cases. Homeowners have reported widespread issues of damp, rot, and internal deterioration following the installation of this type of external wall insulation. The repetition and consistency of these failures point to a clear and alarming pattern. Yet despite the scale of the problem, there has been no adequate official response.
These are not isolated incidents — they represent a systemic failure that has left countless households living in damaged, unhealthy homes. My story is just one among many.
It is now imperative that the government intervenes. We call for an immediate public inquiry into external wall insulation installations carried out under these schemes. Those affected deserve proper recognition, accountability, and meaningful redress. At the very least, comprehensive and independent building inspections must be undertaken to fully assess the extent of the damage suffered.
The condition of our homes directly affects our health, wellbeing, and quality of life. The urgency of this situation cannot be overstated. No more families should be forced to endure the hardship that we have faced.
