The issue
Urgent Upgrade of Tootal Rd Dingley Village
In 2016 the Kingston City Council approved the planning of the Hawthorn Football Club (HFC) site in Tootal Rd Dingley Village and have contributed $5 million dollars to the project. A letter from the Mayor Steve Staikos received in July 2022 stated that the upgrade to Tootal Rd and the new shared user path would be programmed and completed in 2023/2024. The community was told in 2024 by the former Kingston City Council under Mayor Jenna Davey-Burns that the road will not be upgraded until 2026.
There is a very high risk posed to our community that the AFL will not allow the new HFC development to open as scheduled in the second half of 2025 due to the OH&S concerns surrounding the dangerous condition of the deteriorated Tootal Rd. It’s widely accepted that this road is unsafe for locals (eg. children riding bikes, dog walkers, runners etc.) to access to the community facility which will be open daily for users. If the road is not upgraded there is also a risk that the AFLW games will not be able to proceed either.
Our community petition seeks that:
a) Kingston City Council take immediate action to ensure that the road, and the shared user footpath/bike path is completed in time for the opening of the new HFC facility.
b) That Kingston City Council officers engage with the petitioner to ensure that the expectations of the community and the HFC are met.
