My name is Lea Harmon, and I am asking for your support to bring urgent change that will protect families across Alabama.

On April 14, 2024, my son, Timothy Truman Harmon Jr., lovingly known as Tim-Tim, was found deceased in a yard in Woodland, Alabama. He had been lying there for multiple days. Several individuals saw him on the ground and walked away. Not one person called 911. They left him there—until finally, someone spoke up and said, “This is not right. He is a human being. He is someone’s son, possibly a father.”

Under current Alabama law, there is no legal requirement for someone to report a deceased individual. Because of this, no charges can be filed against those who failed to notify authorities.

As a result, my son’s body was too decomposed for a proper viewing or burial. His three children were denied the chance to see their father one last time. Our family was denied the opportunity to say goodbye with dignity.

This should never happen to another family.

That is why I am calling on the Alabama Legislature to pass “Tim-Tim’s Law,” which would require mandatory reporting of a deceased or in-distress person. This law would require any person who discovers someone deceased or in distress to immediately notify law enforcement or emergency services.

This law is not about revenge or punishment. It is about:

Saving lives when time matters most
Dignity in death
Accountability
Protecting families from unnecessary trauma

No family should ever have to hear that their loved one was seen and ignored. No child should lose the opportunity for a final goodbye because no one made a phone call.

Our family has been working with Alabama Senator Price since April 2024 to help advance this legislation in Alabama, with the hope that it will eventually expand to other states that also lack mandatory reporting laws.

We have launched this petition on Change.org and are also collecting signatures in person. As of today, we have gathered approximately 1,000 signatures both online and in person, showing strong and growing community support for Tim-Tim’s Law.
