Unite the World - Call for a Global Constitutional Convention

The Issue

 

So many of our ancestors struggled for control because their fear of death drove them to kill each other. We are all the children of conquerors and the conquered since time immemorial. Our fear of death has gripped us so bad that we end up causing it. Not only by wars but by international trade and movement barriers, by opportunities lost from a lack of cooperation. Never mind the resources that are squandered from having unnecessary redundancy, maintaining pointless border control systems, and high military budgets. 

This issue impacts all sentient life on this planet from this point until the death of this world. Nothing short of the entirety of our lives and the lives of our children and their children and all the children to come depend on what we choose to do here and now. 

It has to be now because this problem doesn't go away. It only gets worse from here. Whether we like it or not we are stuck with each other for the rest of eternity in this galaxy. This problem never goes away. Even IF we become multiplanetary the descendants of those who remain will still face the problem of nation state conflict. 

The more time we spend fighting each other, the less time we can spend on ourselves. The more time we spend on ourselves, helping ourselves and each other, the faster we can innovate. The greater we can grow. Cooperation is now a net gain at this point in civilizational development. The time has come to reevaluate the global order of things. The time has come to set aside the worst of us. The time has come to replace war with politics. The time has come to call for a global constitutional convention.

Example Plan for Global Peace, Free Trade, and Open Borders

1. Establish a United Nations Parliamentary Assembly (UNPA) by amending the UN Charter or replacing the UN if necessary:

  • Proportional representation based on nation population.
  • Direct elections of UNPA members by the people.
  • National election rules determined by each country.
  • UNPA and UNGA act as lower and upper parliamentary houses, with UNGA ensuring equal representation for each country and allowing state governments to determine member appointment methods.

2. Reform the UN Security Council eliminating permanent member status and reforming veto power.

3. Expand NATO to include all UN Member States, and incorporate it into the UN.

4. Transfer NATO control, including the ability to trigger NATO Article 5 to the UNGA/UNPA when NATO and UN membership is in alignment.

5. Incorporate the World Trade Organization (WTO) into the UN transferring WTO control to UNGA/UNPA & ICJ in order to harmonize global tariff & trade regulations and resolve disputes.

6. Ensure equal legal protection for all residents, regardless of nationality.

7. Remove non-biohazard border controls among all UN members (expand or mimic Schengen Area).

In Summary: This plan legitimates the UN as a legislative body, the ICJ as a judicial body, and maintains the UNGA as an equal representation platform. It encourages peace, free trade, and open borders by providing all nations with a stake in defense and dispute resolution. Expansion of NATO and WTO membership, as well as border control removal, will occur gradually over time.
