Make ParkDean resorts answerable for ripping off owners

Make ParkDean resorts answerable for ripping off owners
The Issue
1. Park Dean resorts use 'badgering' as a selling technique. Constant pestering of particularly the elderly and vulnerable and telling them how much better off they'll be by 'upgrading'. They brush off any questions or concerns and tell them, ''leave it to me, I'll make sure you have a great deal''.
2. The issue of council tax. 12 month sites demanding that you produce your own council tax bill, but then making you pay a proportion of the whole site council tax.
3. The finance agreement that you are then tied into, despite what they deem a 'cooling off' period, is almost impossible to reject. In my parents case, they used their own caravan (sited at Barmston) that they paid cash for, plus my caravan that still had some finance left on it, plus the remainder of their savings, 5,000 pounds to put towards the finance on an upgrade model - after being pestered for almost a year. The first day they got the keys the slept there to find it was infested with bugs. The site assured them there was no need to opt out as they would replace the interior and get a bug company in to eradicate the problem. A month later - so after the cooling off period, the site rang to say the problem was now fixed. My parents, went up for only the second time, only to be woken in the middle of the night absolutely covered in bugs. The bed, the walls, the carpet, the drawers, all crawling. They took photos and samples and went to the office to complain. My dad told them my mum would never chance it again, they are in their 80's and my mum is terrified of creepy crawlies. Still the site insisted that this time they would get a chemical company in and the problem would definitely be rectified. Dad told them there was no point as he wanted to reject the whole thing and that mum would never go there again, she was horrified. The site told them it was too late, their own van had now been sold. Long story short, this has left my parents, 10 months on, with a van they will never dare go back to. Unhappy and miserable with the site and thousands of pounds in debt for something they will never accept. The ombudsman says that as the site eventually got a chemical company in to eradicate the pests, the acted reasonably and fulfilled any part of their contract and that as my dad didn't put in writing that he wanted out, within 30 days then he has no claim to reject the finance. It's been a living nightmare and has adversely affected their health. We just want to find some way that they can sort this out, but it's one barrier after another.
