Senator Tom Harkin, of Iowa, is proposing to remove $303 million from the Pell Grant program to use on private loaners. The Pell Grant provides financial assistance to low income college students. With the demand and cost of college increasing, the need for financial assistance for a student to attend college is needed now more than ever.
