Change private e-scooter laws Victoria

The issue

In Victoria it is prohibited to ride a private e-scooter that can go more than 10kph or is > 200watts on public roads or bikepaths.  But the rental e-scooters are allowed 20 km/h and are much more powerful and heavy.  This is unfair because:

  • No private e-scooters sold match the current laws which are now outdated.  Most are more powerful and faster.  
  • There is no evidence that private e-scooters are any more dangerous than rental ones, or bicycle riders. 
  • Committed regular private e-scooter riders are likely more responsible than short term party rental riders. 
  • The Government is enabling an anti-competitive expensive duopoloy through Lime and Neuron at 45c per min or $15 p/day.  At those rates the payback on $600 private scooter is as little as 40 days.  

Change private scooter laws to:

  • Same rules as bicycles, (helmets, lights, bells, not on footpath, giveway to peds, obey traffic signs)
  • Speed limited to 30 k/mh. 
  • Over 16 years old, not on roads > 61 km'h zones.
  • Tell Police not to enforce current laws (unless observe dangerous riding)

The benefit of change:

  • Remove unreasonable inconsistency between rental vs private e-scooter rules.
  • Match reality - currently already many e-scooter users. 
  • Encourage less car traffic, greater use of trains (e-scooters good for end of trip). 
  • Free up rental e-scooters for tourists and travellers.
