The Issue

The city has become a place where the watchful eyes of surveillance cameras track the movement of every car that passes by. As a resident deeply committed to safeguarding our privacy and constitutional rights, I am concerned about Flock Safety's invasive surveillance systems, particularly their automated license plate readers (ALPRs), that have proliferated across our community.

These systems pose significant legal, financial, and constitutional risks. They establish a permanent surveillance infrastructure that threatens to infringe on our privacy and can be easily misused. Furthermore, there are substantial risks of unauthorized access and potential for expanded data sharing—activities that most residents were neither aware of nor consented to. This surveillance system, enabled by our city's contracts with Flock Safety, challenges the very values of transparency and accountability that our community stands for.

Numerous studies and reports from reputed organizations have raised alarms about the ethical and constitutional implications of ALPRs. The Electronic Frontier Foundation (EFF) and the American Civil Liberties Union (ACLU) have both highlighted issues with data privacy, potential for racial profiling, and lack of adequate oversight mechanisms. These concerns reinforce the need for immediate action to prevent further misuse or expansion of this surveillance technology.

In the interest of protecting our community’s rights, it is crucial that the City Council immediately terminates all contracts and agreements with Flock Safety. This includes removing all Flock surveillance cameras currently within city jurisdiction and halting any future expansions. Until there are meaningful constitutional safeguards in place, along with independent oversight, transparency, and public accountability, our city should not support the expansion of such systems.
