Lakes Shasta and Oroville are now filled to the level that water managers consider "full" for this point in the season. In anticipation of spring snowmelt and continued precipitation over the course of this wet season, which will continue to fill reservoirs and increase flood risk, water managers begin to "spill" water from reservoirs once they reach 60 percent of capacity. That process has begun in earnest in some reservoirs, including Lake Folsom. Due to environmental restrictions, much of that water now will simply flow out to sea. Shouldn't that "spilled" water be allowed to be sent to the state aqueducts, for the beneficial use of our farmers and cities?
