Every day, Americans cross state lines to do things that are perfectly legal where they're going: visit family, get medical care, buy cannabis, or access rights their home state restricts.

A camera network called Flock is making that freedom risky.

Flock cameras capture license plates across the country. Police can search thousands of cameras at once, building a record of where your car has been.

In April 2025, Wisconsin sheriff's deputies used that record to note that a man's vehicle had traveled to Michigan -- where cannabis is legal -- multiple times. They used those trips as part of the justification to pull him over and search his car for marijuana. The bail jumping charge he was originally wanted for was later dismissed. He was convicted only of weed possession.

Driving to another state to do something legal there is not a crime. But Flock turns it into evidence.

In Texas, police already used Flock to search more than 80,000 cameras looking for a woman who had a self-administered abortion, according to reporting by 404 Media. The same logic applies to any legal activity a home state disapproves of.

There are no federal rules limiting how Flock data can be used. Sign this petition to demand that Congress change that now.
