The Issue

Washington lawmakers are advancing Senate Bill 6346, which would impose a 9.9% tax on income over $1 million starting in 2028. While framed as a targeted measure, this proposal marks a major shift in Washington’s tax structure — one that could open the door to broader income taxation in the future.

Washington voters have repeatedly rejected statewide income taxes. Changing course now, without a constitutional safeguard limiting the tax strictly to millionaires, risks eroding long-standing protections and creating uncertainty for residents and employers alike.

There are also real economic concerns. High earners are highly mobile. If even a small number relocate, projected revenue could fall short, leaving lawmakers to search for new sources of funding. Structural tax changes should be stable, predictable, and broadly supported — not rushed forward in a divided climate.

Washington needs solutions that strengthen education and healthcare without risking long-term competitiveness or expanding income taxation beyond what voters have approved.
