Our community has been blindsided by a fast-tracked proposal for a six-storey apartment block at 61 Johnson Street, Reservoir, pushed directly to the State Planning Minister and bypassing the usual local consultation process. This development is completely inappropriate for our neighbourhood and poses serious risks to safety, liveability, traffic, and long‑term community stability.
We, the residents of Reservoir and the surrounding precinct, oppose this development in its entirety. We call on the Minister for Planning to reject the proposal and require a complete redesign that respects the character, safety, and needs of our community.
Why We Reject This Development
1. It is the wrong development for our neighbourhood: A six‑storey, high‑density block is incompatible with the surrounding residential streets. It will overshadow homes, increase noise, and permanently alter the character of Johnson Street.
2. It creates a transient rental block with no long‑term community stability: The proposal relies almost entirely on small 1‑bedroom rental units. This model maximises developer profit while introducing high turnover, low accountability, and no permanent owner‑occupier presence. Our neighbourhood deserves stability, not a revolving door of short‑term tenants.
3. It will cause severe traffic congestion and parking overflow: The design exploits minimum parking requirements, forcing overflow parking onto already crowded streets. Without larger 3–4 bedroom homes and proper on‑site parking, the precinct will face gridlock.
4. It poses unacceptable safety risks near kindergartens and early childhood services: The site sits directly beside facilities used by young children. The proposal lacks enforceable management, security, and safety guardrails. This is irresponsible planning.
5. It fails to provide meaningful community benefit: The developer has not included any essential neighbourhood services. A fresh food grocer was proposed in community feedback because the precinct is a recognised fresh‑food desert. But this was a response to the developer’s poor design, not an endorsement of the project. Our community does not support the development simply because a grocer could be added. We reject the entire proposal.
6. It ignores national planning standards and safety obligations: Residents expect compliance with national guidelines for operational management, CCTV, emergency access, accident prevention, and child‑safe design. The current proposal does not meet these standards.
