Stop the 6-Million Sq Ft Data Center in Delaware — Pass Real Regulations First

The Issue

Delaware shouldn’t approve one of the largest data centers on the East Coast without first passing strong, enforceable rules to protect local communities, land, and power infrastructure.

Project Washington is a proposed 6-million-square-foot data center complex planned near Delaware City—complete with 11 buildings and massive electrical yards. If approved, it would change the landscape of New Castle County for decades.

But county leaders just delayed a vote on a long-overdue ordinance to regulate data centers. Meanwhile, developers and industry groups are pushing forward without any clear environmental protections, zoning buffers, or utility safeguards in place.

We, the residents of New Castle County and concerned Delawareans, demand that the County Council:

  • Delay all data center project approvals until comprehensive regulations are passed
  • Reinstate retroactivity in the current ordinance so that Project Washington is subject to the same standards as future developments
  • Require full environmental and infrastructure impact reports before any permits are issued
  • Protect neighborhoods by enforcing buffer zones between data centers and residential areas
  • Mandate reclaimed water use and clear power use disclosures to prevent further strain on Delaware’s fragile grid.

Delaware already suffers from some of the highest electricity costs in the region. If this project moves forward without accountability, residents could end up footing the bill—for infrastructure upgrades, water use, and higher utility rates.

Supporters say this project means jobs. But that shouldn’t come at the cost of unchecked development, rising power bills, and environmental risk. We can welcome economic investment without abandoning common sense and transparency.

Tell the New Castle County Council:
No approval without real regulation. No exceptions for mega-projects. And no rubber-stamps for industry giants.

I appreciate being notified about the petition regarding the proposed 6-million-square-foot data center project. This issue has generated significant public concern, and I would like to be clear about my position and ongoing efforts. As a member of the New Castle County Council, I have worked for more than a year to strengthen our regulatory framework for data-center development through Ordinance 25-101. My goal has been consistent: before any large-scale data-center proposal moves forward, the County must have clear, enforceable regulations in place to protect public health, safety, environmental quality, and our communities’ quality of life. The proposed Delaware City project was submitted before such regulations existed. That gap in protections is precisely why I introduced comprehensive data-center standards that cover noise, water use, emergency power systems, air emissions, intergovernmental coordination, and long-term accountability. To be clear: • I do not support approving any project of this scale in the absence of strong, enforceable regulations. • I believe the public deserves independently verified information, not unsubstantiated economic claims or promotional material. • I have repeatedly requested full transparency from the developer on projected tax revenues, infrastructure burdens, energy impacts, and labor agreements. To date, those materials have not been provided. • I share the community’s concerns about environmental impacts, grid strain, noise, and the scale of this proposal. My position is grounded in data, due diligence, and the County's responsibility to protect both residents and taxpayers. Until the County has a clear regulatory structure in place and until all outstanding questions are addressed with verifiable information, I cannot support advancing a project of this magnitude. I welcome public engagement and appreciate residents who are voicing their concerns through this petition. Robust, informed participation is essential to good governance.
