She earned her high school diploma from Wilmington Friends School and pursued higher education at Swarthmore College, where she obtained a Bachelor's degree in Biology. Dee serves as a Councilmember for District 2 at the New Castle County Council, demonstrating her commitment to local governance. She is the Co-Founder of Plastic Free Delaware, an initiative aimed at reducing plastic pollution. Her previous roles include Campaign Director at Common Cause Delaware and CEO of CharityVillas, LLC. Additionally, Dee has worked as an Independent Consultant and Senior Associate at MacIntyre Associates and served as Coordinator of Grants at the Partnership for the Delaware Estuary, showcasing her diverse skill set and dedication to community and environmental issues.
