Stop the $189 Green Bin Charge: Residents Demand Transparency, Fair Costs Right to opt out
The Issue
We, the residents of Windsor–Essex County, are requesting a full review and correction of the billing structure for the Green Bin Organics Program.
In 2026, households are being charged $189, which includes a $57 retroactive fee for October through December 2025. Many residents did not have bins during those months, and some still have not received bins at all. Residents should not be billed for a service they did not have access to.
According to the Essex-Windsor Solid Waste Authority’s published budget, the actual annual cost of the program is approximately $132 per household. The current billing exceeds that figure without clear justification.
Furthermore:
Large organic waste producers — including schools, businesses, and multi-unit buildings over 6 units — are fully exempt from the Green Bin fee
Single households carry the entire cost of the program
Many residents already compost independently and will not use the Green Bin service
The private processor handling the organics will generate additional revenue from compost loads and biogas production
These revenues are not reflected in the household fee structure
This petition is not against composting, sustainability, or environmental programs.
It is a call for transparency, fairness, and proper cost accountability.
We respectfully request that Essex County Council:
Review and correct the $189 fee for 2026
Remove or adjust the $57 retroactive charge
Provide transparent public reporting on cost calculations and revenue allocations
Offer an opt-out option for households who already compost or choose not to use the service
Address the unequal burden placed on single households while large waste producers are exempt
Ensure future billing accurately reflects the documented true cost of the program
Residents support environmental initiatives, but fair billing must be part of the process.
