Stop Proposed Cuts to Disability Services in Utah

The Issue

Utah lawmakers are considering deep cuts to disability services, including a proposed 10% reduction to DSPD funding and the elimination of the Limited Supports Waiver. These changes would have devastating consequences for people with disabilities and their families who rely on Home and Community-Based Services.

A state-commissioned rate study already found DSPD providers are underpaid and struggling to maintain services, yet this proposal would reduce funding even further.

What’s at stake:

  • No movement off the DSPD waitlist until at least 2028
  • Worsening workforce shortages as DSP wages fall below entry-level jobs
  • Reduced safety and individualized supports, pushing services toward an institutional model
  • Cuts to caregiver compensation
  • Elimination of the Limited Supports Waiver

These services allow people with disabilities to live, work, and participate in their communities. Cutting funding will not save money—it will shift the burden to families and emergency systems while harming thousands of Utahns.
