Stop NC From Eliminating Emissions Inspections Without a Real Safety Net in Place
The Issue
North Carolina has met every federal air quality standard for nearly 11 years. That is genuinely good news. It is also the justification the state is using to eliminate its vehicle emissions inspection program entirely, pending EPA approval.
The new state budget removes the last remaining county, Mecklenburg, from the emissions inspection requirement. Combined with changes made in 2023 that already dropped 18 other counties, North Carolina would have no emissions inspection program at all once the EPA finalizes its approval.
Here is the problem with that logic: the inspections are part of why the air is clean. Removing them removes the enforcement mechanism. High-polluting vehicles that would have been flagged and fixed will continue operating. The program does not just measure air quality. It shapes it.
The restoration clause in the new budget makes this worse. The Environmental Management Commission can reinstate the program, but only if air quality nonattainment is documented. That means the state must wait until air quality gets bad enough to fail federal standards before it can act. In a fast-growing metro like Mecklenburg County, which sits at the center of one of the fastest-expanding regions in the country, that is not a safeguard. It is a permission slip to let things get worse first.
This is also happening under an EPA that has been systematically rolling back environmental oversight. "Cooperative federalism" sounds reasonable. It sounds less reasonable when the federal partner is actively reducing the federal standards that define what cooperation means.
NC's clean air record is worth protecting. The way to protect it is not to remove the tools that helped create it.
Sign this petition to urge EPA Regional Administrator Kevin McOmber to condition any approval on mandatory continuous air quality monitoring in all formerly covered counties, automatic reinstatement triggers that activate before nonattainment is formally documented, and a public comment period that specifically addresses Mecklenburg County's growth trajectory. And urge Governor Stein to commit to restoring the program proactively if monitoring data trends in the wrong direction.
