The Issue

**Petition to the Communities Surrounding Morristown Airport: Request for Compliance with Voluntary Noise Abatement Policy**

**To: Local Residents, Community Leaders, and the Morristown Airport Management**

We, the undersigned, are concerned residents of the communities surrounding Morristown Airport, and we respectfully submit this petition in response to the airport’s failure to adhere to its voluntary noise abatement policy. We are seeking immediate action to address the ongoing disruptions caused by non-compliance with this policy, which has negatively impacted our neighborhoods in terms of safety, quality of life, and overall well-being.

**Issue:**

Despite the existence of a voluntary noise abatement policy meant to limit the impact of flight operations on surrounding communities, Morristown Airport routinely allows flight school aircraft to perform repeated touch & go operations on runway 31 directly over our neighborhoods. These low-flying aircraft create significant safety concerns, as well as persistent noise pollution throughout the day, including during early and late hours.

The noise disturbance is exacerbated by the airport's allowance for flight school operations, including closed traffic, as early as 6:00 am and as late as 10:00 pm local time. This schedule results in constant exposure to aircraft noise, impacting residents, including children, elderly individuals, and anyone trying to enjoy the peace and quiet of their homes.

**Concerns:**

1.      **Safety**: Repeated low-altitude aircraft operation, especially in areas where residential homes are located, pose significant safety risks. The potential for accidents involving low-flying aircraft is a real and troubling concern.

2.      **Noise Pollution**: The constant drone of aircraft engines, particularly during early morning and late evening hours, disrupts the daily lives of community members. This noise is detrimental to physical and mental health, particularly for those living close to the airport.

3.      **Quality of Life**: Residents have a right to peace and quiet in their own homes. The lack of enforcement of the voluntary noise abatement policy significantly detracts from the quality of life for those living in the surrounding areas.

**Our Request:**

We, the undersigned, respectfully request the following actions to be taken:

1.      **Enforce the Voluntary Noise Abatement Policy**: Morristown Airport must adhere to and enforce its voluntary noise abatement policy, ensuring that flight school operations and other aircraft operations do not disrupt nearby communities.

2.      **Further Limit the Hours of Operation**: Prohibit closed traffic operations on runway 31 and runway 13 during the hours 6:00pm and 9:00am local time on weekdays and cease all closed traffic operations on these runways over the weekend to minimize the impact on the surrounding neighborhoods.

3.      **Increase Communication with the Community**: Provide regular updates to the surrounding communities regarding any changes to flight school operations, including scheduled closures, noise abatement measures, and other key information. This is critical to improving transparency and responsiveness to community complaints regarding excessive noise and safety concerns.

4.      **Implement Additional Noise Mitigation Measures**: The airport should consider introducing further noise-reduction initiatives, such as adjusting flight paths to avoid flying directly over residential areas. Existing measures are completely disregarded and ineffective.

We believe these changes are necessary to ensure that Morristown Airport operates responsibly and in consideration of its neighboring communities. We call on the airport management, state and local government, and all relevant authorities to act swiftly to address these concerns.

Sincerely,

Concerned citizens of Hanover Twp. and surrounding communities
