The Issue
In the shadows of poverty and silence, a modern form of slavery is unfolding in the Philippines — one that lives online but destroys lives offline.
Women and young girls, often from extremely poor communities, are being coerced into webcam sex work. Lured or forced by “bosses” who control everything — from the equipment to the Wi-Fi connection — they are trapped in digital prisons. These women receive little to no income unless they perform and earn tips on platforms like Chaturbate. If they fail, they’re punished. Denied food. Abused. In some horrifying cases — raped or trafficked into offline sex work.

“I swear to God, if someone gets my body in real, I would end my life. That’s why I don’t go outside.”
These women live in fear — not just of violence, but of being unseen, unheard, and unreachable.
The Root Problem:
They have no control over the technology they rely on to survive. No devices. No money for data. No internet — unless their exploiters provide it. And that digital leash keeps them enslaved.
The Proposal: A Starlink Humanitarian Pilot
We propose a partnership between Starlink, the OHCHR, and NGOs to launch a pilot program that provides free or subsidized Starlink internet access to vulnerable Filipino communities.
How it could work:
Distribute Starlink terminals to trusted NGOs, safehouses, and community centers
Set up shared Wi-Fi zones in high-risk neighborhoods
Provide basic digital literacy training and device access
Partner with ethical remote work platforms and online education tools
Enable women to access online work, support networks, and safety resources independently
This is more than internet access — it’s digital freedom. It's bodily autonomy. It’s the right to live without coercion or abuse.

While Chaturbate claims to monitor content and ensure performer safety, the reality is that their platform is being used to traffic and exploit women, especially in developing nations like the Philippines. Many of these women are not on the platform by choice — they are being coerced, controlled, and abused behind the scenes.
We call on Chaturbate to:
Investigate and ban exploitative accounts operating from known trafficking studios in the Philippines
Work with anti-trafficking organizations and local authorities to identify and shut down digital trafficking rings
Implement stronger identity and consent verification systems, especially for performers in high-risk countries
Fund and support rehabilitation and exit programs for women forced into webcam slavery
Chaturbate cannot continue to profit while ignoring the real human suffering behind some of its most lucrative content.
