Stop Cruel Helicopter Roundups of Wild Horses — Fund Humane Management Instead

The Issue

Every year, thousands of wild horses and burros are chased down by low-flying helicopters, trapped in holding pens, and removed from public lands across the American West.

This method is not only traumatic—it’s dangerous. Horses break legs. Foals are separated from their mothers. Panicked animals die during or shortly after capture.

And it’s all being paid for by you—the taxpayer.

In just one year, the Bureau of Land Management (BLM) spent over $100 million on this outdated and inhumane roundup program. More than 62,000 wild horses now sit in government holding facilities, with no plan for long-term care or release.

Meanwhile, humane, science-based alternatives—like on-range fertility control—have already proven they work. These programs are more cost-effective, scalable, and far less harmful to the animals.

We are calling on the U.S. Congress to use the Fiscal Year 2026 appropriations process to:

  • End funding for helicopter roundups and mass removals of wild horses and burros.
  • Redirect that funding toward humane, in-the-wild management, including fertility control programs like PZP.
  • Maintain the ban on horse slaughter and uphold protections for wild horses on public lands.

We have the tools. We have the science. We even have bipartisan support. What we need now is the political will to do the right thing.
