

Stop Changing the Clocks in Ontario: Keep Daylight Saving Time Permanent
The Issue

Every year, Ontarians are forced to change their clocks twice, once in the spring and again in the fall. This outdated practice disrupts sleep, affects mental and physical health, reduces productivity, and creates unnecessary confusion for families, businesses, and students.
In 2020, the Ontario Legislature unanimously passed the Time Amendment Act (Bill 214), recognizing that the biannual time changes should end. The bill received Royal Assent and was welcomed by millions of Ontarians who supported permanent Daylight Saving Time.
Unfortunately, the law has never been implemented because the Ontario government included a condition that the change would only take effect if Quebec and New York State enacted similar legislation. Six years later, progress in those jurisdictions has stalled:
New York State has repeatedly failed to pass the necessary legislation and would also require approval from the U.S. federal government.
Quebec has consulted the public but has not enacted any binding legislation.
Ontario continues to wait indefinitely despite having already passed its own law.
Ontario should not remain hostage to political delays in other jurisdictions. Provinces and states regularly operate in different time zones and adapt successfully. The inconvenience of changing clocks twice every year far outweighs the concerns about coordination.
Permanent Daylight Saving Time would provide several benefits:
More daylight during evening hours for families and recreation.
Reduced disruption to sleep and daily routines.
Potential improvements to mental health and public safety.
Greater certainty for businesses and residents by eliminating biannual clock changes.
Fulfillment of the will of Ontario’s elected representatives, who unanimously supported ending the time change.
We Call on the Government of Ontario to:
Amend the implementation provisions of the Time Amendment Act, 2020.
Remove the requirement that Ontario wait for New York State and Quebec.
Implement permanent Daylight Saving Time in Ontario without further delay.
The people of Ontario have waited long enough. The legislation already exists. The benefits are clear. It is time for Ontario to take leadership and finally end the twice-yearly clock changes.
