Stop Apple Valley Shelter from Blocking Rescues and Killing Animals
The Issue
In Apple Valley, California, animals are dying. Not because no one wants them, but because the shelter that’s supposed to protect them is getting in the way.
A lawsuit has been filed against Apple Valley Animal Services for allegedly denying rescue groups the chance to save animals from euthanasia. According to the complaint, the shelter is violating California’s Hayden Act, which requires public shelters to release animals to qualified rescue organizations. Instead, staff are accused of choosing death over rescue—blocking groups ready to help, failing to provide basic medical care, and prioritizing euthanasia over adoption or transfer.
This isn’t just mismanagement, it’s cruelty in the name of public service.
We are calling on the Apple Valley Town Council and Town Manager to:
- Immediately remove or suspend shelter leadership pending the outcome of the lawsuit
- Fully comply with the Hayden Act and ensure that no rescue is unlawfully turned away
- Audit all recent euthanasia decisions to determine how many animals could have been saved
- Commit to transparent, accountable shelter operations going forward
The public has a right to know what’s happening behind closed doors. Rescue organizations are willing to take on the responsibility of care. These animals had options, yet they were killed anyway.
California passed the Hayden Act to stop this exact kind of cruelty. When shelters ignore the law, animals pay the ultimate price. And unless we demand change now, this will keep happening.
This isn’t just about one shelter. It’s about making sure every public shelter honors the law, opens its doors to rescuers, and gives animals a real chance.
